Pacific Employers’ Staff ![]() Tiffany Harris, PresidentSenior Human Resources ConsultantTiffany Harris has lived almost her entire life in the central valley. Her love for human resources came by happenstance as she always believed she would be a counselor of some sort. She received her Bachelor’s Degree in Psychology and after shadowing a number of different options prior to earning her Master’s Degree, realized a counseling path was not her true passion. It was during this time she discovered human resources. She went on to receive a Master’s Degree in Industrial and Organizational Psychology. After traveling for 7 years throughout the United States following her husband during his career in football, she settled back down where it all started, in Tulare, California. She and her husband Bryce have 3 children (all boys), who are their “sonshines” even on cloudy days!! In 2017, she and her business partner started an HR consulting business and in 2019 purchased an organization that did the same consultation. Pacific Employers was the name of that business. It came with a strong reputation in the central valley, serving the business’s HR needs for over 50 years. Since 2019, Pacific Employers has created a full-service division to provide a more hands-on experience to clients, and has just launched a payroll division in an effort to help serve employers with their payroll concerns as the state of California is of the most stringent in the country for wage and hour obligations. In her spare time, she loves to spend time outdoors with her kiddos, work out with her husband and cook. She wears a number of different hats, but her favorite one is mama. |
Steve McCartha, Vice PresidentDirector of Sales and MarketingSteve grew up in the Central Valley and joined the United States Air Force shortly after graduating high school in Lemoore. After serving honorably in the Air Force for ten years, Steve moved into the private sector and determined to help people with their dreams and improve the world one person at a time. With experience in sales, marketing, and human resources, Steve opened True Legacy Consulting and purchased Pacific Employers with Tiffany Harris. To polish his experience and natural ability, he completed his degree in Organizational Leadership from Fresno Pacific and finished his Master of Business Administration at Fresno State. Blessed with three wonderful kids and amazing wife Lynn, Steve loves spending his time with family or playing golf. |
Haley HawkinsAccounting SpecialistHaley Hawkins has been with Pacific Employers since 2018. During her tenure with the company, Haley has returned to school majoring in accounting and is now the Director of Mulla and Accounting Specialist. Other than work, Haley loves spending time with her husband (the greatest guy any mother could raise) and two dogs in their new home. Gardening. reading and hanging out with her best friend and Mother-in-law. |

Mayra has been with Pacific Employers since 2021 and has grown to be a valuable asset to all aspects of our HR team. In her spare time she enjoys spending time with her family and traveling internationally. Esmerelda GomezHR Account Representative, Full Service DepartmentEsmeralda Gomez was born and raised in the Central Valley, a place known for their diversity and agriculture. Esmeralda graduated from Hanford High School in 2009 and has become part of the California State University, Fresno family in 2023 by obtaining her Bachelor of Science in Business Administration with an option in Human Resources. Before her time at Fresno State, she has had over 7 years in management in retail and will be able to use her prior experience in her role as an HR Consultant to provide employers with all their needs. Esmeralda is a family orientated person, during her spare time she loves going to the beach and painting with her daughter. Over the years many things have changed and by I read labor code, opinion letters and regulation. She specialize in all regulatory aspects of Human Resources including, wage and hour, employee leave law and Prevailing Wage (State and Federal), hiring, discipline and termination, just to name a few. Candice has represented our members before many different administrative agencies including, the Division of Labor Standards Enforcement, Civil Rights Department (formerly the DFEH), the EDD, EEOC, the ALRB among others. |
